Storm debris can inflict severe damages to drainage systems. Open ditches can be clogged with debris, as well as silt deposits requiring costly cleaning and reshaping. Similarly, closed storm sewer lines can be left clogged with silt deposits.
In this case, FEMA initially refused to recognize the need for drainage system restoration (as well as sewer collection system cleaning). Both projects eventually received full funding after winning a formal appeal process.
In order to prevail and obtain reimbursement funding for this drainage restoration project, the applicant needed to be able to document the need for a system restoration with photographs, compliance with procurement regulations, scrutiny of the project cost reasonableness and ability to provide the project monitoring documentation.
Finally, pre-disaster condition and regular maintenance program documentation were needed in order to satisfy the Public Assistance program requirements.
