Successful debris operation requires detailed documentation and monitoring. Applicant staff providing project documentation and monitoring would do if good directions of what data is needed and the importance of the oversight of the contractor’s performance is emphasized. Independent, reputable and experienced monitoring contractor would also work well. However, leaving the documentation and/or monitoring to the debris removal contractor is never a good idea. Such action will guarantee that the contract will be scrutinized and will likely result in denial of funding.
The monitors placement to assure complete oversite (Cradle to grave in FEMA terms), and the documentation of debris quantities at departure and arrival points is of paramount importance, as past experiences educated FEMA well enough to expect manipulations of quantities and distances the debris removed traveled.
